The five components of landed cost
The total cost of a container in Rwanda breaks into five parts: international freight, customs duty, VAT and withholding tax, inland transport from the border, and clearing agent fees. Missing any one of these when budgeting is the most common reason importers are surprised by the final bill.
Customs duty under the EAC tariff
Rwanda applies the East African Community Common External Tariff, which sets duty at 0%, 10%, 25% or 35% depending on your goods' HS code — raw materials and capital goods sit at the low end, finished consumer goods at the high end. Getting the HS classification right matters: an incorrect code can push your shipment into a higher band or trigger a reassessment that delays release. VAT and withholding tax
On top of duty, imports carry 18% VAT and 5% withholding tax, both calculated on the CIF value (cost, insurance and freight) rather than the goods' price alone — so a higher freight cost also means a slightly higher tax bill. Our full guide to import duties and taxes walks through a worked example.
Some imports cost more by design
Certain categories carry an additional duty on top of the standard EAC bands to protect local industry — imported construction materials such as metal tubes, doors and window frames carry a 35% rate (10 points above the standard 25% band) rather than the usual construction-materials rate, specifically to support Rwandan manufacturers. Inland transport and clearing fees
Once the container clears the port, trucking it to Kigali along the Northern or Central corridor typically runs at roughly $2.80 per kilometre for a standard semi-trailer, varying with route and congestion. Add your clearing agent's fee for preparing and lodging the declaration, and — if the container sits at port past the shipping line's free period — any demurrage charges.
