There's no single 'freight forwarding fee'
A freight forwarder's invoice typically bundles several distinct charges: the international freight cost itself, customs duty and taxes, port and terminal handling, inland trucking from the border to your premises, and the forwarder's own service fee for coordinating the shipment. Asking for a full breakdown rather than one lump sum makes it much easier to compare quotes between providers.
The freight charge itself
This is what you pay to move the cargo — by sea, air or road — and it scales with weight, volume, distance and mode. As a landlocked country, nearly all of Rwanda's freight travels first to the ports of Mombasa or Dar es Salaam, then overland by truck along the Northern or Central corridor; trucking on these corridors runs at roughly $2.80 per kilometre for a standard semi-trailer, though rates vary by route congestion and backhaul availability.
Customs duty and tax — not a forwarder fee, but part of the total
Import duty under the EAC Common External Tariff ranges from 0% to 35% depending on your goods' HS code classification, plus 18% VAT and 5% withholding tax on the CIF value. These aren't charged by your forwarder, but they're the single biggest line item in most landed-cost calculations, and a forwarder who quotes without factoring them in isn't giving you the real cost. Clearing agent and documentation fees
Your clearing agent charges a fee for preparing and lodging the customs declaration through the Electronic Single Window, checking your HS code, and coordinating inspection if your shipment is selected for one. This is usually a fixed or percentage-based fee and is separate from the duty itself.
Why quotes vary between forwarders
Two forwarders quoting the same shipment can differ because one bundles inland transport and the other doesn't, one assumes a corridor with more competitive trucking rates, or one pads in a contingency for demurrage risk that the other doesn't disclose.
